They’ll build a new entrance on Eighth Avenue leading to a new train hall, replace cramped walkways, expand track capacity, add new retail spaces, improve below-ground infrastructure and add classical-style cladding.
The project’s design is inspired by the original Pennsylvania Station, completed in 1910, before it was reopened in 1963.
In 2023, architects HOK and Practice for Architecture Urbanism were appointed to the scheme. Unlike previous plans, the design does not require the relocation of Madison Square Garden.
Last April, USDOT and Amtrak, which owns the station, took over control of the renovation from the New York Metropolitan Transportation Authority (MTA), alleging that MTA had a “history of inefficiency, waste and mismanagement” and claiming the move would save taxpayers $120m.
Announcing the appointment of Penn Transformation Partners, transportation secretary Sean P. Duffy said: “We took over the transformation of New York Penn Station because the project was behind schedule, over budget, and hopelessly mismanaged. One year later, we continue to hit major milestones at record speed.
“In selecting Penn Transformation Partners and their innovative plan, we are one step closer to delivering a world-class travel hub that daily commuters and travellers have dreamed of for decades.
“Under President Trump’s historic leadership, the days of Penn Station’s cramped hallways, broken infrastructure, and snarled rail lines are numbered. 2027 can’t come soon enough.”
A joint venture between Aecom and Liro were announced as project and construction manager in October 2025.
Penn Station is the busiest transportation facility in the Western Hemisphere, accommodating more than 600,000 passengers each weekday.
