The Gateway Development Commission (GDC) has awarded a $1.29bn contract to the joint venture (JV) of Traylor/Walsh/Skanska for the construction of the Hudson River Tunnel Section, which forms a core part of the Hudson Tunnel Project.

    This decision brings the total number of construction packages in progress or completed for the project to six out of ten.

    The newly awarded contract covers the section of the new tunnel that will pass directly under the Hudson River and includes the installation of tunnel liner and floor, known as Package 1C.

    Work is scheduled to commence in the coming months.

    Under this contract, the contractor will construct two tunnel tubes, each measuring approximately 7,250ft, running from the Hudson County Access Shaft in Weehawken, New Jersey, to the 12th Avenue Access Shaft in Manhattan, New York.

    These tubes will be bored using two new mixed-use tunnel boring machines (TBMs) designed to navigate the varied ground conditions beneath the Hudson River, including rock, soft soil, and the stabilised earth mass created by the Hudson River Ground Stabilization (HRGS) project.

    The package also involves building nine cross passages that will link the two tubes. It includes stabilising the ground beneath a portion of the Hudson Bergen Light Rail and adding a permanent underground support structure for part of the Willow Avenue Bridge between Weehawken and Hoboken.

    The Traylor/Walsh/Skanska consortium was selected through a competitive process.

    The process was overseen by an evaluation panel that included technical professionals and representatives from GDC, the State of New York, NJ TRANSIT, the Port Authority of New York and New Jersey, and Amtrak.

    The GDC Board approved both the Market Case Estimate (MCE) for the river tunnel section and the authorisation for GDC’s CEO to issue the Notice to Proceed (NTP) to the JV.

    With the completion of contract awards for the Palisades Tunnel and the Manhattan Tunnel, all contracts covering tunnel boring and the main structural elements of the new rail tunnel are now either in progress or have been issued.

    According to GDC, these ongoing construction activities support significant levels of employment and economic activity in the region.

    “Advancing this critical contract is yet another big step towards realising the immense opportunity of Gateway and delivering one of the nation’s most essential infrastructure projects.”
