All ambulances in NYS will soon be required to have dash cameras

HENRIETTA, N.Y. — All ambulances and emergency medical response vehicles across New York State will soon be required to have dash cameras. While most of the larger EMS agencies in the region are already equipped with them, the smaller ones will have to come up with cash to meet the upcoming mandate.

CHS Mobile Integrated Healthcare has had dash cameras on all its ambulances for the past 15 years. Most of the EMTs and paramedics don’t even think twice about it anymore. “It’s just been part of what we do, part of our training process, it’s part of our QA process,” says Frank Manzo, chief of CHS Mobile Integrated Health Care.

    The cameras activate when triggered by hard or sudden stops, a forceful turn, or any significant G-force. They also turn on when a cell phone is spotted in a hand or even if the driver yawns behind the wheel, which could be a sign of drowsy driving.

    An EMT or paramedic typically turns the camera on themselves when they’re in a hurry. “It is high risk when we’re running lights and sirens and going through red lights,” Manzo says, “this just gives us some clear evidence as to if anything happens, we’re able to pull back and look at the cameras and see what really happened.”

    One local agency has actually taken it a step further. Newark-Arcadia EMTs don’t just have dash cams — they have body worn cameras too. “We can actually see what happened on a call, coach providers through doing a better job the next time or praising them for the good things that they do already,” Timothy Wood, the chief of Newark-Arcadia EMS.

    Bodycams aren’t common just yet, but dash cams will soon be mandatory even for smaller agencies, many of which are pinching pennies already just to stay afloat.

    “It could be $3,000 to $5,000 (per camera) and then you usually pay a subscription fee for them because the video is usually cloud based,” Manzo explains, “You also have to put the policies and procedures in place with it as well.”

    The bigger agencies are helping the smaller ones with the use-policies, but they can’t help foot the bill. The state, while mandating the cameras, isn’t helping with the cost either.

    All new EMS vehicles must have dash cameras starting this month, vehicles already in use must be retrofitted by this fall.
