PITTSFORD, N.Y. — A woman biking along the canal Tuesday morning had two uncomfortable interactions with strangers, prompting increased patrols in the area.
Pei-Wen Tsai was on just her second trip to the canal this season when she first encountered a man near Label 7 in Pittsford.
“He was in ski mask. Wearing black black ski mask and black shirt and pants. He was holding something in his hand,” Tsai said.
She first tried to figure out what he was holding. “Then I realized I just need to flee the scene,” Tsai said.
Tsai later passed another woman on the canal. They exchanged warnings, with the other woman telling Tsai a man exposed himself to her on a different day.
“Then ten minutes later, in between Great Embankment Park and Marsh road, on the left side, it’s a wooded area. And a man popped up from the wood and he pulled his pants off and shouting f words at me and start curse at me,” Tsai said.
“I was in complete fear. Fear and trembling,” Tsai said.
News10NBC’s Kristi Blake: “Does this make you want to not be on the canal at all?”
Tsai: “Yes.”
“In the future, if I have to be alone on a canal, I will wear a vest. And with my pepper spray right in front of my chest and at a place where I can grab as soon as I can. If I have to be alone on the canal, that’s what I would do,” Tsai said.
Monroe County Sheriff’s deputies checked the area but didn’t find anyone. The Pittsford Town Supervisor Bill Smith says deputies are increasing their patrols.
Smith is urging anyone who sees this man to get to a safe location and call 911.
Last Summer
This is not the first incident on the canal.
Women were harassed last summer, with a man eventually arrested and released. Several of those incidents also happened near the Great Embankment Park where Tsai saw a man.

The Pittsford Town Supervisor says, especially after last year, he’s taking these threats seriously.
Women then said it wasn’t always the same man either, which was concerning to them.
A man was arrested last year in connection to the harassment.
