Cairo Governor Major General Ibrahim Saber said that the executive authorities will not tolerate any violations of the shop closure decision, within the framework of the state’s plan to rationalize energy consumption and achieve order in the streets.
The decision was officially implemented starting from Saturday, March 28 and will continue for a month, with continuous government monitoring to ensure compliance and achieve a balance between the interests of citizens and business owners.

Saber explained that the following penalties are applied gradually:
Issuing an initial warning to the shop owner upon the first violation. Imposing a fine ranging from LE 20,000 to LE 50,000 upon repetition. Permanent closure of the shop in case of continued violation and non-compliance.The governor stressed that the goal of the penalties is not only deterrence, but also achieving discipline within the markets and ensuring compliance with government decisions.

Saber confirmed that intensive inspection campaigns are underway across all neighborhoods, in coordination with relevant authorities, to monitor the implementation of the decision on the ground, with real-time monitoring to address any violations.

Prime Minister Mostafa Madbouly issued a decision to close public shops, commercial centers, restaurants, and cafes daily at nine pm, as part of measures to rationalize energy consumption.
The decision includes:
Extending working hours until 10:00 PM on Thursdays, Fridays, and official holidays. Continued 24-hour home delivery services. The decision also applies to clubs, youth centers, and sports facilities.
Exempted activities
The decision exempted a number of vital activities, particularly:
Grocery stores and supermarkets. Bakeries and ovens. Pharmacies. Some nighttime activities such as vegetable and poultry shops.The decision also does not apply to some tourist areas such as South Sinai, Luxor, Aswan, and the cities of Hurghada and Marsa Alam, in addition to tourist and hotel establishments.
