Rep. Seth Moulton (D-MA) is banning his staff from trading on prediction markets, becoming the first member of Congress to take that action.

(Image: House.gov)In a statement, Moulton, who represents the sixth district of Massachusetts, the prohibition applies to all staffers, including those working in his Capitol Hill and district offices. The ban is aimed at preventing the representative’s employees from trading event contracts “on political, legislative, regulatory, geopolitical outcomes, or any information that is learned in an official capacity.”
Prediction markets have become a playground for corrupt insiders who are able to place bets on things like election outcomes, wars, and even the deaths of public figures,” said Moulton in the statement. “This is creating a perverse incentive structure that poses a genuine threat to American society today.”
The press release did not mention sports event contracts, which are the most heavily traded derivatives on platforms such as Kalshi and Polymarket.
Prediction Market Insider Trading Drawing More Attention
Scrutiny of insider trading on yes/no exchanges is intensifying amid allegations that some political insiders, potentially White House staff or employees of high-ranking House and Senate members, made substantial profits based on their knowledge of events such as the US capture of former Venezuelan President Nicolas Maduro and the conflict in Iran.
The difficulty in policing insider trading on prediction markets is that there are no laws governing those shady dealings as there are with traditional financial markets. Some members of Congress are looking to change that and some have introduced legislation aimed at blocking certain federal staffers from trading event contracts on policy and political events.
Interestingly, Moulton’s announcement on banning staff from prediction markets arrived on the same day a pair of his colleagues introduced the bipartisan the PREDICT Act, or the Preventing Real-time Exploitation and Deceptive Insider Congressional Trading Act. If signed into law, that bill would ban members of Congress and their employees from trading policy and political event contracts.
On Monday, Kalshi and Polymarket announced enhanced insider trading protocols. Kalshi already prevents members of Congress from trading political and policy event contracts on its platform and that ban now extends to candidates attempting to bet on their own campaigns.
Moulton Says Insider Trading Harmful to “Honest” Government
For his part, Moulton believes members of Congress and their staff should focus on doing the work their constituents elected them to do, not profiting off privileged information. He adds his staff hasn’t been participating in prediction markets.
Insider trades on yes/no exchanges “run counter to every principle of a clean, honest government that works for the people,” concludes Moulton. “I will always hold myself and my team to the highest ethical standards, and I call on every single American elected official to do the same.”
