ALBANY, N.Y. — A heated debate over New York’s green energy policies has emerged following a leaked memo from the New York State Energy Research and Development Authority (NYSERDA). The memo claims that the state’s green energy plan could significantly increase utility bills and gas prices.
Liz Moran from Earth Justice criticized the memo, describing it as misleading. “So here’s what’s shady about that. That short memo without any supporting analysis contained intentionally exaggerated costs,” Moran said. She emphasized that rising gas prices are the primary reason for high energy bills. “Gas prices are skyrocketing and they’re the reason all of our energy bills have gotten so high,” she added.
The memo from the president of NYSERDA to the governor’s director of operations said the state’s deadlines on renewable energy will add $2.23 on top of the price for a gallon of gas and “would see costs in excess of $4,000 a year” on people’s utility bills.
Blair Horner from the New York Public Interest Research Group accused the governor of attempting to alter the green energy law behind closed doors. “If this is so important to the governor, debate it in the light of day,” Horner stated.
When asked about last week about changes to the state’s green energy law in budget talks, Governor Kathy Hochul said “the world has changed dramatically since 2019,” when the law was passed.
“I’m working hard on this, and I really want everything I can to address people’s real concerns, yes about the climate, but also about the fact that people’s energy costs — I mean, just talk to anybody about the utility bill within the last couple weeks. It is staggering and we cannot just tune out those cries for help from New Yorkers who are just getting crushed under the weight of this,” Hochul said. “I’m not going to telegraph what we’re talking about in our negotiations, but I think everybody knows that we have a real problem on our hands.”

The state’s green energy law, known as the Climate Leadership and Community Protection Act (CLCPA), mandates that 70% of electricity be generated from renewable sources by 2030.
State Sen. Pete Harckham highlighted a costly project in his district, where $25 million was spent to raise a roundabout along the Hudson River to combat flooding. “One intersection. $25 million. People are paying for climate change,” Harckham said.
Rochester Assemblyman Harry Bronson has urged the governor to refund fees related to green energy mandates, citing the high utility bills faced by residents.
