LIVERMORE — A man has been arrested and charged with taking a picture up an 11-year-old girl’s dress as she walked around a local grocery store with her mother, court records show.

The man confronted Sanchez, who said he was “going through a hard time” but fled the store when the man called police, authorities said. The Walgreens manager helped police identify Sanchez as a suspect.
