More than 3,000 contractors operated in Greeley in 2025, and more than half of them did so without licenses.

“In Northern Colorado, Fort Collins, Loveland, Longmont, and Larimer County all require contractor licensing, and they use the same class descriptions and the ICC certification requirements,” Wagy said. “These ICC certifications are state and nationally recognized and can be reciprocal between jurisdictions. So if you have a roofing contractor license in Fort Collins through ICC, we will accept that during the application process.”
Under this proposed ordinance, new licenses for general contractors would cost $200 and remain valid for two years before a $150 renewal fee is due. As part of TRAKiT, contractors would receive notifications before their licenses expire, and the system would remove those who do not renew, preventing them from obtaining construction permits.
Council response
Councilwoman Melissa McDonald and Councilman Tommy Butler asked about the potential penalties in the ordinance for contractors operating without a license in the city. McDonald also chastised contractors who operate without a license and do poor work, or don’t do the work at all. “I would, frankly, call them predators. They take advantage of our residents and eliminate business that our local business owners can have,” McDonald said. “Is it (the ordinance) going to eliminate this problem? No, but it’s going to be harder for those companies to come in. It’s just one more layer to protect our residents from these things happening.” Butler also asked whether it would be possible to require licenses to renew after three years instead of two to ease the financial burden on smaller businesses.Staff response
Wagy informed the council that a penalty for operating without a license will not be included within the proposed ordinance. However, without a license, contractors will not be able to obtain permits to do their work, and working without a permit already carries associated fines and enforcement. Wagy told Butler the current proposal aligns with the standards that nearby cities are implementing for contractor licensing. This helps keep the process reciprocal and unified across different jurisdictions.The council unanimously consented to require licensing for all contractors in the city. City staff will now write up an official ordinance to be presented for a council vote at a later date.
