The Pasadena City Council Monday, Feb. 2, reversed a November vote and will reconsider approving a minor conditional-use permit allowing a safe parking program at the All Saints Church parking lot designed for those experiencing homelessness.
The motion passed with Mayor Victor Gordo and Councilmember Justin Jones voting no and Councilmember Tyron Hampton abstaining.
In November, City Council did not have the five votes needed to find that the proposed parking program was exempt from the California Environmental Quality Act (CEQA), which prevented the council from voting on the appeal of the decision by the Board of Zoning Appeals to approve the minor conditional-use permit.
Councilmember Steve Madison was absent from the November meeting and last week requested a full City Council vote to reschedule a hearing on the program.
On Monday night, Gordo voiced concern that reconsidering something that was previously voted on would be a slippery slope that could lead other parties to come forward with similar requests to reconsider votes. He and Jones also raised concerns over the move to reopen the hearing, exposing the city to possible legal action.
The majority of the more than 20 speakers during public comment urged the City Council to reopen the public hearing and reconsider the safe parking application.
Gordo, Hampton and Jones voted no on approving a CEQA exemption finding in November and voted against rescheduling the public hearing to January.
If approved, the program would use a parking lot utilized by All Saints Church at the corner of Euclid Avenue and Walnut Street.
Pasadena conducted its annual point-in-time homeless count in January. It’s one of two main methods the city uses to track its homeless population. The results of the count will be released later this year.
A public hearing on the All Saints Church parking program application is scheduled for Monday, March 9, at 6 p.m.
