At least eight people were initially confirmed dead, according to Arsian Laja Kahing-Nanoh, a mayor in Basilan province.
Basilan emergency responder Ronalyn Perez told AFP that at least 138 people had been rescued.
The Philippine Coast Guard later revised the death toll to 15 and said 43 people remain unaccounted for.
