Prime Minister Mostafa Madbouly approved measures to expand shelter facilities for stray and abandoned dogs across various governorates.
He also directed governors to provide the necessary locations and approved increasing the number of personnel contracted to carry out sterilization and vaccination efforts.
This decision came during a meeting chaired by the prime minister on Tuesday, January 20, 2026, to review procedures for handling stray and abandoned animals.
The meeting was attended by Minister of Local Development and Acting Minister of Environment Manal Awad, Minister of Agriculture and Land Reclamation Alaa al-Din Farouk, Chairman of the General Authority for Veterinary Services Hamid Mousa al-Aqnass and Permanent Undersecretary of the Ministry of Social Solidarity Ayman Abdel-Mawgoud.
Madbouly asserted the importance of closely monitoring this socially significant issue.
He noted that the presence of stray and abandoned dogs on the streets is a phenomenon requiring coordination and collaboration among all relevant authorities to manage it effectively and achieve the desired balance.
During the meeting, Aqnass outlined the key elements of the plan for dealing with stray and abandoned dogs. He said that the plan focuses on establishing shelters for them away from residential areas in the various governorates.
He also presented the results of a survey identifying potential sites for these shelters across 27 governorates, highlighting that land was allocated in Cairo, Giza, Qalyubia and Alexandria.
The building of shelters meeting the required specifications is underway. Additionally, a model vehicle was prepared to serve as the prototype for emergency dog transport vehicles, ensuring humane and safe handling during transport, he said.
The plan also includes expanding vaccination and sterilization programs for stray and abandoned dogs. In 2025, 121,000 dogs were vaccinated and 8,311 dogs were sterilized at veterinary hospitals under the authority, with mass rabies vaccination campaigns carried out as part of these efforts.
The authority is also strengthening its human resources, deploying qualified personnel across the governorates to support vaccination and sterilization activities in coordination with local authorities, Aqnass said.
