Prime Minister Mostafa Madbouly emphasized on Sunday, December 28, 2025, government’s commitment to achieving the highest levels of social justice through coordinated ministerial efforts and enhanced public spending efficiency, while considering socio-economic dimensions.
Madbouly made the remarks while chairing the meeting of the ministerial committee for Social Justice.
The meeting was attended by Deputy Prime Minister for Human Development and Minister of Health Khaled Abdel Ghaffar, Minister of Planning Rania al Mashat, ICT MInister Amr Talat, Local Development Minister Manal Awad, as well as the ministers of finance, social solidarity, supply, housing, agriculture, labor, and education.
The meeting reflects the government’s commitment to bolstering the social protection system for targeted groups, relying on accurate and integrated databases, Madbouly said. He highlighted efforts to rationalize and regulate the subsidy system to ensure support reaches those who truly deserve it.He stressed the special attention given to low-income groups and the provision of various protection programs that guarantee them a “Decent Life”.
The meeting reviewed the latest developments in the file of upgrading the subsidy system and the efforts exerted in this regard, as part of the state’s orientation toward enhancing targeting efficiency, achieving social justice, and ensuring subsidies reach eligible beneficiaries, according to Cabinet Spokesman Mohamed al-Homsany.
The meeting tackled to the decision to automatically enroll categories registered in the databases of approved cash and social support programs at the Ministry of Social Solidarity—such as Takaful and Karama—into the Comprehensive Health Insurance System, the spokesman said.
The meeting also underscored the importance of having support programs for middle-income groups to help them cope with the burdens resulting from successive crises over recent years.During the meeting, a briefing was presented on the results of the first phase of implementing the unified government services card which has been activated for the disbursement of subsidized commodities and bread in Port Said governorate since April 2025.The total number of beneficiary households there has reached approximately 41,500.
Progress achieved so far in the “beneficiaries’ data update form” was also reviewed, in preparation for the gradual nationwide rollout, which will contribute to unifying databases and strengthening governance of the subsidy system, the spokesman went on to say.
