US, Israel reach understanding on operations in Syria

Israel and the United States have reached understandings that allow Israel to continue operating in Syria against what it describes as threats, while maintaining negotiations with Damascus over a possible security agreement, according to the Israeli Public Broadcasting Corporation (KAN).

The understandings came after Israeli Prime Minister Benjamin Netanyahu met with US Special Envoy to Syria Thomas Barrack on Monday, 15 December.

    A source told the broadcaster that each side now understands what is required of it, adding that the meeting discussed setting red lines for Israeli activity in the Syrian arena, points Barrack was expected to raise during the talks.

    The broadcaster said the US envoy’s visit to Israel carried direct messages from US President Donald Trump to Netanyahu, focused mainly on the Syrian file.

    It added that the US administration views Syria’s transitional president, Ahmed al-Sharaa, as a partner seeking to stabilise the country and push it toward progress, which is why Washington is trying to avoid steps it believes could threaten the continuation of his rule.

    Barrack said he believes Syrians and Israelis will reach an agreement, starting with security and border issues, then moving toward normalisation.

    In comments to The National on 5 December, he said Syrians know that part of the solution lies in reaching an agreement with Israel.

    Despite the presence of many “enemy fighters” trying to obstruct that, as he put it, Barrack said Damascus is working hard to achieve peace.

    He noted that the Syrian government is on the right track and is doing everything the US administration is asking of it regarding Israel, adding that its stance has been fully cooperative with Washington.

    Barrack said Israel also wants peace with Syrians, but its distrust of the US administration makes it cautious on this file, which has slowed progress so far.

    Trump urges Israel to keep dialogue

    Trump urged Israel to maintain a “strong and honest dialogue” with Syria, warning against any steps that could “disrupt Syria’s development into a prosperous state”.

    He praised Ahmed al-Sharaa’s work, saying he is “working hard to ensure positive results” and to create the conditions for a “long and prosperous relationship between Syria and Israel”.

    Trump said he was satisfied with what he described as “results achieved in Syria”, attributing them to “hard work and determination”.

    In a post on Truth Social on 1 December, Trump said the US is “doing everything it can” to ensure the Syrian government continues to do what is required to build a “truly prosperous state”.

    He said his earlier decision to end “strong and harsh sanctions” helped the Syrian government “significantly”, adding that the move was met with appreciation from Syria, its leadership, and its people, in his words.

    Trump said current developments represent a “historic opportunity” that adds to what he called “successes” in the Middle East peace track.

    A US official told Israel’s Channel 12 that Americans believe Israel’s behaviour in Syria is harming their efforts to advance a security agreement between the two countries.

    Working toward a Syria, Israel agreement

    After meeting Ahmed al-Sharaa at the White House on 10 November, Trump said he would do everything possible to make Syria succeed, and that the US is working with Israel to reach an understanding with Syria.

    Reuters quoted Trump at the time as saying he did not go into details of his meeting with al-Sharaa, but added, “We will do everything we can to make Syria succeed, because it is part of the Middle East”.

    Trump said the Middle East is now “enjoying peace”, adding that Syria is a major and “very important” part of it.

    He said that if one looks at Syria over the years, it had doctors and lawyers and many great thinkers.

    Trump said, “We want to see Syria become a very successful country,” adding that he believes this “leader”, referring to al-Sharaa, can achieve that.

    On Israel, Trump said the United States is working with Israel on relations with Syria, adding, “We are also working with Israel on reaching an understanding with Syria and with everyone”.

    Trump told reporters about the Syrian president, “People say he had a tough past. We have all had a tough past.”
