Tube worker caught using siren to wake homeless woman at train station

A London Underground worker has been filmed using a megaphone siren to wake a homeless woman sleeping in a Tube station.

The TfL (Transport for London) employee can be seen standing over the woman with a megaphone, releasing a high-pitched siren at her head for several seconds, in video footage obtained by The i Paper.

    Other rough sleepers in the area claim homeless people are being targeted with similar tactics by TfL workers, with multiple incidents in the station.

    Homelessness charities called the employee’s behaviour “degrading and dehumanising”.

    TfL today apologised for what it called the “appalling” incident at Leytonstone Tube station in east London. The video was filmed at 7.30am on Wednesday 26 November.

    The i Paper spoke to other rough sleepers in the area who claim that homeless people have experienced several similar incidents at the station in recent weeks.

    Rebecca Thrower, 49, who sleeps rough in Leytonstone, said she witnessed the incident and was taken aback by the TfL worker’s “aggressive” actions – as the woman slept in temperatures of around 4C.

    She said: “The behaviour really shocked me. He put it [the megaphone] right-up close [to the woman].

    “There’s a way to deal with people. Even though they’re homeless, they’re still human beings and members of the public.”

    TfL apologised for the “shocking” footage and said action is being taken against the member of staff.

    Nick Dent, TfL’s director of customer operations said: “We were appalled by this shocking incident which does not reflect the approach that we expect our staff to take with homeless people on the transport network.

    “We have taken appropriate action with the member of staff involved and are working with StreetLink to see what more we can do to address rough sleeping in the area.”

    TfL declined to comment on what action is being taken against the employee.

    Matt Downie, chief executive of the homelessness charity Crisis, described the video as “deeply upsetting”.

    He said: “It’s degrading and dehumanising. Put yourself in that person’s shoes. It must be hard enough to fall asleep on a cold, hard floor. Then to be woken up to a blaring siren is, quite simply, cruel.”

    Downie said the incident in the footage is “far from a unique experience” for people sleeping rough.

    He added: “No one should be abused for being homeless and destitute. We will be contacting Transport for London seeking urgent clarification about their policy, asking how they will prevent such appalling incidents from happening again.”

    Rough sleeping has been on the rise in London since 2019

    TfL’s official policy states “people sleeping rough are highly vulnerable and require support” and claims that frontline staff work with its safeguarding team, and with support services and charities, to “assist the vulnerable individuals”.

    The Mayor of London, Sadiq Khan, who acts as chair of TfL, has pledged to end rough sleeping in London by 2030.

    Homelessness has been on the rise in the English capital in recent years, with 4,711 people sleeping rough across London between July and September, according to official figures from the Combined Homelessness and Information Network.

    The figure is only a slight drop from an all-time record high in summer 2024, when 4,780 people were counted sleeping rough between July and September.

    Sadiq Khan was contacted for comment. A spokesperson referred back to the statement from TfL.
