You may have heard this before, but I think it’s worth pointing out every offseason, especially ahead of much of the Chicago Cubs’ spending.
The Collective Bargaining Agreement, as part of its efforts to ensure competitive balance across the league – which is a good and legitimate goal – offers up to smaller-market teams a freebie draft pick each year, aptly called a Competitive Balance Pick. Those picks were just assigned today as follows:
Round A (after the first round):
Guardians Royals D-backs Cardinals Orioles Pirates RockiesRound B (after the second round):
Brewers Mariners Tigers Reds Marlins Rays A’s TwinsThese picks, which have significant value, are given to clubs either in the bottom ten in market size or the bottom ten in revenue. On that basis, the Chicago Cubs will never qualify for such a pick, which, hey, isn’t a bad thing. More revenue is supposed to help your competitive ability.
You will see, by contrast, that every other NL Central club has received a pick. How nice for them.
Here’s where the reminder comes in: these picks going to the Brewers, Reds, Pirates, and Cardinals, but not the Cubs, are given PRECISELY BECAUSE the league expects the Cubs to SPEND MORE ON PAYROLL than the rest of the division. That is the IMBALANCE that requires BALANCING. These picks are an attempt at BALANCING OUT that revenue imbalance. A revenue imbalance that the Cubs can and should use on, among other things, player payroll.
In other words, the very nature of the league’s setup right now EXPECTS the Cubs to spend aggressively on payroll. When the Cubs fail to do so, they are effectively allowing their direct competitors to have an EXTRA advantage for free.
