Jia Kurd said there is a verbal understanding with Damascus on integrating the SDF, as formations and units, into the Syrian army, which also covers civil, service, and political institutions in northeastern Syria.
The Syrian president held a closed-door meeting with the U.S. president on November 10 during al-Sharaa’s visit to the United States, which was described as “historic”, and the two discussed a range of issues, including the March 10 Agreement.
Jia Kurd said suspending U.S. sanctions is a “positive and important” step because they have exhausted Syrians, expressing hope that “the suspension will be used to undertake political reform and entrench national dialogue.”

Jia Kurd’s remarks followed those of SDF General Commander Mazloum Abdi, who said Syria’s accession to the Global Coalition is a “pivotal step” toward strengthening joint efforts to eliminate the organization and ensure it no longer threatens the region.

The source said, “The Syrian army currently being formed consists of divisions and brigades; therefore, the SDF will be integrated into the military institution through one division and at least two brigades.”
He noted that “the SDF has nominated three officials to command these formations, namely Luqman Khalil, Jiya Kobani, and Jamil Kobani.”
A meeting in Damascus
SDF Commander Mazloum Abdi had said his forces reached an “initial agreement” with Damascus on several issues, including a comprehensive ceasefire and continuing high-level dialogue.
Abdi told Ronahi TV, a Kurdish outlet close to the SDF, on October 11 that he met separately in Damascus with the defense minister and the intelligence chief, indicating there is “an understanding on the principle of decentralization” in governance, while discussions continue over the related terminology.
He said both sides reached a verbal arrangement to integrate the SDF into the Syrian army, noting Damascus showed a desire to benefit from the SDF’s expertise, and that a military committee including representatives of the Internal Security Forces will head to Damascus soon to follow up on the file’s details.
Abdi added there is a “military and security understanding under discussion”, and that Washington proposed forming a joint force between the SDF and the Syrian army to fight the Islamic State group, confirming acceptance of the U.S. proposal “to ensure the war against the organization has an inclusive national character.”
