City Council members set to hold hearing on violence in state prisons

ROCHESTER, N.Y. — Three Rochester City Council members will host a hearing on Wednesday on solutions to violence in New York State prisons.

The hearing is part of a push for prison reform after the death of Robert Brooks at Marcy Correctional Facility. Bodycam video shows several corrections officers beating Brooks, an inmate from Greece, in a medical exam room. He died the next day.

Council Members Stanley Martin, Mary Lupien, and Kim Smith say the meeting will explore solutions, including “expanding safe pathways home for incarcerated people” and “transforming conditions inside the facilities.” It starts at 5 p.m. at Rochester City Hall on Church Street.

The family of Robert Brooks is pushing for Gov. Kathy Hochul to sign a bill that aims to address prison violence. The bill includes 24/7 fixed cameras in common areas of prisons and would require prison staff to notify family within 24 hours of an inmate’s death. Hochul’s office says that she’s reviewing the bill and is committed to significant prison reforms.

Rochester has an incarceration rate of 1,051 per 100,000 residents. That’s more than five times the rate for New York City.
