Investigators identified the man as Jay Tony Naotala. He was taken into custody at the North County Superior Court on Friday while attending an unrelated court hearing, according to the San Diego County Sheriff’s Office.He was booked into the Vista Detention Facility on suspicion of several offenses, including bringing a controlled substance into jail.The investigation stemmed from the discovery of a narcotic-laced letter that was sent through the U.S. mailing system to an incarcerated person housed at the Las Collinas Detention and Reentry Facility on July 17.
