On Monday, Chicago’s Mayor Brandon Johnson joined with workers’ groups and other activists to mark Labor Day and protest the Trump administration at a rally near the Haymarket Memorial.
“No militarized force in the City of Chicago,” he shouted to the crowd.
It’s still unclear if the National Guard will come to Chicago, but according to the chief of staff for North Chicago’s mayor, preparations continued Monday at Naval Station Great Lakes for federal agents from the Department of Homeland Security.
Two federal law enforcement officials confirm to NBC News that ICE, Border Patrol, and other federal agencies plan to scale up arrests of undocumented immigrants in Chicago beginning this week.
“Everybody in Chicago knows that this is political. It’s performative by the president, this is a political stage, this is not dealing with immigration,” former Chicago Mayor Rahm Emmanuel said on CNN Monday.
Over the weekend, Mayor Johnson signed an executive order affirming that Chicago police will not collaborate with federal agents on patrols or civil immigration enforcement.
“This sweeping executive order directs our department of law to pursue any and every legal mechanism to hold this administration accountable for violating the rights of Chicagoans,” Mayor Johnson said over the weekend.
On Monday, Chicago’s Fraternal Order of Police posted on social media saying, “Until we have more cops, some federal help is welcome.”
Crime rose over the holiday weekend compared to last year; at least 54 people were shot, seven fatally, during Labor Day weekend this year. Last Labor Day weekend, at least 42 people were shot and 10 people killed, the Sun-Times reported.
However, overall violent crime in the city, including homicides, is down year over year, according to city data.
Federal help in the form of troops has it costs, according to former general with the Illinois National Guard and former Democratic Congressman from Illinois, Ret. Maj. Gen. William Enyart.
“Every dollar that’s spent on sending the national guardsman to Washington, D.C., or Chicago or anywhere else for that matter, is a dollar that can’t be used to pay for guardsmen to be mobilized to take an overseas deployment or to provide recovery efforts for hurricanes or fight floods in the Midwest,” Enyart said on MSNBC Monday.
The Trump administration has deployed the National Guard in Washington, D.C., to crack down on crime there.
“In the first couple weeks we have seen crime go down in the District, now that’s happened at the same time as businesses have seen reservations go down, foot traffic go down,” said Michael Negron.
Negron is a Chicago-born former service member whose worked in government in both the city of Chicago and for the state of Illinois under Gov. J.B. Pritzker’s administration.
He now works for the Center for American Progress in D.C.
“It’s not clear that the safety benefit to DC will be a lasting one. But certainly the business impact has not been good,” he said.
The Chicago Loop Alliance has expressed concern over how federal agents could impact Chicago’s tourism and business community post-COVID.
“With a longstanding ambassador program, constant communication with local and state officials and enhanced services that position the Loop as a destination, we risk losing the momentum we’ve gained over the last five years. Positive economic activity in office growth, investment opportunities, residential life and arts and entertainment are jeopardized by the false narrative and detract from positive strides our city, state and neighborhood make by working collectively, not chaotically,” said Chicago Loop Alliance’s president & CEO Michael Edwards.
