The Greeley Deserves Better citizens initiative submitted almost twice as many signatures as required to bring the initial funding mechanism for the Catalyst project to a vote this November.

Greeley City Clerk Heidi Leatherwood said it will take up to 15 days to verify the signatures.

    “This represents democracy in action,” campaign co-chair Pam Bricker said. “Nearly 9,000 Greeley residents signed because they want a voice in billion-dollar decisions that affect their city’s future. Whether the council repeals this ordinance themselves or lets the voters decide in November, Greeley residents have made their position clear.”

    The initiative sought to bring an ordinance passed by the city council in May to a vote of the people, something that proponents of the initiative claim should have been done from the start. Members of the city council and city staff have maintained that since the ordinance and the project as a whole won’t affect residents’ taxes, they were not required to bring it to the ballot.

    The initial funding mechanism temporarily leased city buildings to secure a loan of $115 million, while keeping full ownership and making lease payments with existing revenue.

    If the city approves at least 4,586 of the 8,993 signatures collected, the matter will go before the city council to decide whether to put it on the ballot or not. The council will finalize the ballot in late August or early September.

    Also on Wednesday, a pro-Catalyst group known as Greeley Forward announced it is filing a complaint against the initiative. The complaint alleges that With Many Hands, a California-based organization, has illegally spent thousands of dollars on political advertising by not registering with the city, without disclosing its funding sources and without including the required advertising or political disclosures required by law.

    “For months, Greeley residents have been misled by deceptive push polls and a slick, coordinated campaign that we now know is tied to out-of-state dark money groups and led by professional political operatives from Larimer County and Denver,” Greeley resident Tom Donkle said.

    If the measure makes the ballot and is approved by voters in November, city officials have noted it will not impact the city’s obligation to pay back the $115 million.
