As a city, Greeley faces a critical choice: continue losing residents and local dollars to neighboring communities or invest boldly in our future. The West Greeley Catalyst Project is not just another development; it’s a transformative investment that will reshape our community’s foundation and improve the quality of life for decades to come.

There’s been some misinformation I’ve been hearing in the community about the project costs and fears around tax increases that I want to address up front. While council has been exploring potential ballot measures for needs related to business support, public safety and homeless solutions, there are no new taxes associated with the West Greeley Project.

    To be clear, the current phase is an $832 million endeavor — not $1.1 billion as some have claimed. That $268 million difference reflects a carefully phased approach focused on fiscal responsibility and a realistic scope. Importantly, this project does not raise taxes. The $115 million in Certificates of Participation (COPs) will be repaid by the 501(c)(3) nonprofit partner as soon as it closes on their bonds, which means all city assets related to the project remain free of debt.

    Like any major project, there are risks. Over the past 10 months, I’ve worked closely with our city staff and consultants to thoroughly review financial models and projections. We understand these risks, but after careful consideration, the City Council believes the long-term benefits far outweigh them.

    The financial models show that net new revenues of $360 million will flow into Greeley’s general fund by 2065. This revenue will help fund essential priorities like downtown expansion, affordable housing, and homelessness initiatives — resources we need to build a stronger, more equitable community.

    Beyond dollars and cents, this project is about creating a destination center that fundamentally improves our residents’ quality of life. The West Greeley Catalyst will be a vibrant hub attracting residents, businesses, and visitors alike. It will foster a welcoming, dynamic city where people want to live, work, and gather — bringing foundational change and lasting opportunity.

    The bottom line is clear: if we do not invest in smart development, we lose the revenue essential to funding the priorities that matter most to our residents. The West Greeley Catalyst Project is a vital step toward ensuring that Greeley grows outward, forward, stronger, more equitable and more vibrant for all.

    I fully support the democratic right of residents to petition this project — that’s a fundamental part of our constitutional freedoms — however, the initiative cannot undo any legally binding agreements already in place. As both a citizen and your elected councilmember, it’s my responsibility to share why City Council voted to proceed with this project. That’s how healthy democracy works: open dialogue, differing views, and a shared commitment to move our community forward.

    As Ward 3 councilmember, I am committed to ensuring our community thrives today and for generations to come. This project is a critical part of that future.
