8,000 Consular Services Provided to Syrians in Libya… Embassy to Reopen Soon

The technical delegation from the Syrian Ministry of Foreign Affairs has begun providing consular services to the Syrian community in Libya, particularly services related to passport extensions and issuing laissez-passer for those without travel documents, to facilitate their return to Syria.

According to the Syrian Arab News Agency (SANA) on Monday, August 4, the delegation has processed around 8,000 consular transactions since Friday, August 1. These include passport extensions, the issuance of travel permits for return to Syria, and the authentication of official documents.

    The delegation will also review humanitarian cases requesting voluntary return to Syria, in coordination with relevant authorities. Once the embassy reopens shortly, additional services will become available to Syrian nationals in Libya.

    The delegation stated that its visit to Libya aims to resolve the status of the Syrian community and to reopen the Syrian embassy in Tripoli in the first phase, followed by the consulate in Benghazi. The team is currently seeking a temporary headquarters for the mission until the official premises are handed over to the Syrian state. It is also working to reactivate air travel between Damascus and Tripoli, expressing hope that the first flight from Tripoli to Damascus will launch soon.

    The delegation pointed out a package of proposals to strengthen Syrian–Libyan relations, including mutual visa exemptions, an invitation to Libyan investors to visit Damascus, and the establishment of a joint working mechanism between the two countries. This is in addition to 43 previously signed agreements between Syria and Libya.

    Meanwhile, the Libyan embassy in Damascus informed the Syrian Foreign Ministry delegation that Libya plans to reactivate the visa system soon.

    The number of Syrians in Libya is estimated to be between 30,000 and 50,000, most of whom entered after the start of the Syrian revolution in 2011, according to unofficial estimates by local relief organizations.

    Syrians in Libya face difficult living and legal conditions in the absence of active consular representation. Some are forced to travel to neighboring countries such as Tunisia and Egypt to obtain civil documentation.

    Others must rely on unofficial brokers to handle their paperwork, exposing them to financial exploitation or fraud, as there is no official body to guarantee their rights or follow up on their cases.

    On 16 April, a group of families in Damascus held a protest demanding to know the fate of their sons detained in Libyan prisons, expressing their frustration with brokers who promise information in exchange for large sums of money, while the detainees’ fate remains unknown.

    The Syrian embassy in Tripoli was closed in October 2011, following a decision by the Libyan National Transitional Council to sever ties with the Syrian regime, and to recognize the opposition Syrian National Council at the time.
