Theophilus Parks is scheduled to appear before a Monroe County judge at 9:30 a.m. for a plea hearing. Police say Theophilus’ brother, Theodice Parks, was driving the stolen Kia that crash into a car driven by Thomas Chase, at the intersection of East Avenue and Elmwood Avenue.
