Syrian Minister of Finance, Mohammed Yosr Bernieh, announced the lifting of precautionary seizure on the assets of more than 58,000 Syrian citizens whose properties had been confiscated under directives from the security agencies of the former regime without judicial rulings.
In a post published today, Wednesday, 23 July, on his LinkedIn account, Bernieh stated that the Ministries of Finance, Interior, and Justice completed the procedures for lifting precautionary seizure orders on thousands of Syrians whose assets had been seized based on security agency directives under the former regime, without any legal rulings, following Decree No. 16 of 2025.
The minister clarified that the number of citizens for whom asset seizure review and lifting procedures were completed during the past two months—within the scope of the decree—exceeded 58,000 Syrian citizens. The latest group to have their seizures lifted included several ministers and officials from the new Syrian government, who preferred to wait until the lifting procedures had been completed for all citizens.
He noted that an email address had been designated to receive citizens’ inquiries, ensuring full responsiveness and fairness for all.
Under a presidential decree numbered 16 for the year 2025, the Syrian Transitional President Ahmad al-Sharaa annulled precautionary seizure decisions imposed on Syrians between 2012 and 2024. These decisions had been issued by the Ministry of Finance under the directives of security agencies, based on Legislative Decree No. 63 of 2012.
The decree tasked the Ministry of Finance, in coordination with the Ministries of Justice and Interior, with taking the necessary executive measures to expedite the seizure-lifting procedures.
In a press statement on 12 May, Minister Mohammed Yosr Bernieh said that the seizure decisions were based on “unjust” directives from security agencies, not on judicial procedures or rulings, and that they targeted citizens because they supported the Syrian revolution.
According to the minister, these decisions deprived more than 91,000 Syrian citizens of their properties and assets.
Following the fall of the ousted regime, the issue of stolen property returned to the forefront, raising questions about how such properties might be recovered after years of unlawful control by individuals and entities linked to the former regime, as well as about the legal procedures necessary to restore rights to their original owners.
Several human rights organizations have confirmed that the policy of precautionary seizure of movable and immovable assets by the former Syrian regime was one of the key tools used to generate additional revenue for its treasury—through the confiscation and later disposal of seized property—and as a punitive measure against most of its opponents and their families, by applying further legal, social, and economic restrictions and pressure on them.
