Al-Sharaa Announces Ceasefire, Disavows Violations, Vows Accountability

Syria’s transitional president, Ahmad al-Sharaa, delivered a televised speech on Saturday, July 19, just hours after a ceasefire agreement was reached in Suwayda, southern Syria. The deal involves the deployment of security forces to the governorate following days of violent clashes.

In what was his second address since the escalation in southern Syria began, al-Sharaa described recent developments in Suwayda as “a dangerous turning point,” warning that “intense clashes between various groups nearly spiraled out of control, had it not been for the Syrian state’s intervention to de-escalate the situation.”

    He stated that while the Syrian government had succeeded in calming tensions “despite the complexity of the scene,” Israeli interference had pushed the country into a “dangerous phase” through “blatant bombings in the south and on government institutions in Damascus.” He added that this triggered U.S. and Arab mediation efforts aimed at restoring calm.

    Al-Sharaa thanked the European Union, Russia, and China for their “firm stances in rejecting Israeli airstrikes and repeated violations of Syrian sovereignty,” and praised the United States for its “strong role in standing by Syria during this difficult period.”

    U.S. Special Envoy to Syria, Thomas Barrack, announced an international ceasefire agreement in Suwayda, southern Syria, following days of violence and reciprocal violations.

    In a post published on X  early on Saturday, July 19, Barrack stated that Syria’s transitional president, Ahmad al-Sharaa, and Israeli Prime Minister Benjamin Netanyahu had agreed to a ceasefire in Suwayda.

    He added that the agreement was supported by the United States and endorsed by Turkey, Jordan, and neighboring countries.

    The agreement was reached at a time when tribal fighters across Syria were mobilizing to storm Suwayda, while local factions entrenched themselves inside the city.

    According to al-Sharaa, following the government’s withdrawal from some areas and the transfer of local administration to community groups on June 17, “armed groups from Suwayda began launching retaliatory attacks against Bedouin communities, including serious human rights violations. These actions prompted tribes from across Syria to rally in defense of the besieged Bedouins in Suwayda.”

    However, al-Sharaa distanced himself from all violations—whether committed inside or outside Suwayda—and stressed the importance of justice and the rule of law. He pledged that the state would protect all religious and ethnic minorities in Syria and hold all violators accountable.

    He affirmed that Suwayda “remains an integral part of the Syrian state,” adding that “the Druze community forms a fundamental pillar of Syria’s national fabric.” The president claimed that “recent events have shown that the people of Suwayda—of all backgrounds—stand with the state and reject all projects of division.”

    Call for Commitment

    The official Syrian presidency accounts on social media announced that the full and immediate ceasefire in Suwayda was issued to protect Syrian lives, preserve national unity, and uphold humanitarian and national responsibility.

    In a statement posted on its official Facebook page on Saturday, July 19, the presidency called on all parties—without exception—to fully adhere to the ceasefire decision and halt all hostilities immediately. It also emphasized the need to protect civilians and ensure the unrestricted delivery of humanitarian aid.

    The presidency urged that space be granted to the Syrian state, its institutions, and its security forces to implement the ceasefire responsibly and work to restore calm and prevent further bloodshed.

    It warned that any violation of the ceasefire would be considered a clear breach of national sovereignty and would be met with appropriate legal measures under the Syrian constitution and existing laws.

    The statement also confirmed that Internal Security Forces had begun deploying across several areas to enforce the ceasefire, maintain public order, and protect civilians and their property—measures aimed at reinforcing calm and stability.

    Commitment

    In a separate statement issued the same day, the Gathering of Southern Tribes announced a complete and immediate halt to all military operations and affirmed its commitment to the ceasefire.

    The group said the move was in response to the presidential directive, and was driven by a shared desire to stop the bloodshed.

    They also called for the immediate release of all tribal detainees as a first step toward building trust, ensuring the safe return of displaced people to their homes, and opening dialogue channels to prevent further conflict and secure long-term stability.

    The Druze spiritual leadership, headed by Sheikh Hikmat al-Hijri—one of the main figures opposing the government’s return to Suwayda—issued a statement expressing willingness to “work with every honorable individual to end the current fighting, uphold the ceasefire, and appeal to reason.”

    Security forces enter Suwayda

    In parallel, Syrian Interior Ministry spokesperson Nour al-Din al-Baba announced on Saturday that Internal Security Forces had begun deploying across Suwayda as part of a “national mission” to protect civilians and end the chaos. He attributed the violence to “unlawful armed groups” and said the deployment followed direct orders from the Syrian presidency.

    In a post published on Facebook, al-Baba stated that the state—through its political and security institutions—was fully committed to restoring peace and order in Suwayda. He added that security forces would use all available resources to stop ongoing violence and reestablish calm in the governorate.

    Since July 13, Suwayda has seen a major escalation involving fierce clashes and reciprocal violations between Bedouin tribal fighters, local Druze factions loyal to Sheikh al-Hijri, and Syrian security and military forces.
