Syrian-Turkish Protocol Signed to Enhance Educational Cooperation

On Thursday, July 10, the Syrian Ministry of Education and the Turkish Ministry of National Education signed a joint cooperation protocol aimed at rehabilitating war-damaged schools in Syria, expanding educational opportunities for Syrian youth, and strengthening educational and cultural ties between the two countries.

The protocol was signed by Syria’s Deputy Minister of Education, Yusuf Anan, and Turkey’s Deputy Minister of National Education, Celile Oktan.

    According to the Syrian Arab News Agency (SANA), the agreement includes facilitating the licensing of Turkish international and private schools in Syria in line with Syrian laws. The initiative aims to serve both Turkish and Syrian citizens residing in Syria.

    Syria will provide the necessary support to issue work and residency permits for Turkish school staff and their families who will be working in Syria.

    In return, Turkey will organize professional development programs for Syrian teachers and provide technical assistance for exam administration and evaluation procedures, based on Syria’s requests.

    Turkey will also help repair and reconstruct schools damaged during the war, supplying basic materials such as desks, chairs, blackboards, and heaters—prioritizing needs identified by the Syrian Ministry of Education.

    In addition, the two sides will collaborate on equipping vocational education institutions, establishing training centers under the “profession within school” model, and updating educational curricula and teaching materials. This includes removing outdated or inappropriate content related to both nations and their peoples that originated during the previous regime. Turkey will provide technical assistance as part of Syria’s broader educational reform efforts.

    Both parties committed to developing joint projects to improve access to private education, psychological counseling, and social support services. This includes training specialized staff and producing relevant educational materials. They also agreed to facilitate mutual recognition of academic degrees and educational documents issued through joint educational activities.

    The protocol also includes provisions for finalizing a broader cooperation agreement in education between Syria and Turkey in the near future.

    A joint educational working group will be formed to meet regularly and oversee the implementation of the protocol.

    On June 9, Syrian Minister of Education Mohammed Abdulrahman Turko  stated in an interview with the state-run Al-Ikhbariya TV that Syria is in communication with Turkish and German counterparts. He mentioned proposals for bilingual education programs that integrate foreign languages, such as Turkish or German, alongside Arabic to support the integration of children from diverse backgrounds.
