SDCCD adopts $2 Billion budget to support growth, student success

After three consecutive years of steady enrollment growth, the San Diego Community College District has approved a tentative $2.02 billion budget that will support ongoing and expanded programs and services across its four colleges.

The overall budget reflects a sharp increase in spending compared to the current year, largely due to the issuance of $850 million in construction bonds made possible by Measure HH, which voters passed in November 2024. Unrestricted General Fund spending is projected at $368.7 million, a slight rise from $361.9 million in the current fiscal year.

    “We are grateful for the stability in community college funding during a difficult budget year for the state,” said SDCCD Chancellor Gregory Smith. “The tentative budget invests in our mission to uplift our diverse communities with access, belonging, and success in higher education with appropriate safeguards against future economic uncertainty.”

    Smith also acknowledged the district’s workforce of 5,000 employees for contributing to the growth of the unrestricted fund balance—from 2.2% in 2017-2018 to an anticipated 17.7% in the 2025-2026 fiscal year.

    The tentative budget sets the stage for planning across San Diego City, Mesa, Miramar, and Continuing Education colleges. Its development involved collaboration among the Board of Trustees, Chancellor Smith and his Cabinet, the District Budget Planning and Development Council, the District Governance Council, and various representatives of faculty, classified staff, and student leadership.

    The SDCCD remains a central player in the region. As the largest provider of higher education and workforce training in San Diego County, the district contributes an estimated $5.8 billion in added income to the local economy.

    The new fiscal year starts on July 1. By state law, California community college districts are required to adopt a tentative budget by June 30 and finalize it by September 15.
