The Ministry of Economy and Industry announced today, Thursday, June 12, the purchasing prices for one ton of wheat for the year 2025 from farmers.
The price for one ton of first-grade hard wheat was set at 320 US dollars, while the price for first-grade soft wheat packaged in bags or as “dogma” (referring to bulk, unpackaged wheat) was set at 300 US dollars, delivered to the centers and warehouses of the Syrian Grain Establishment and its marketing committees, and silo sites across all Syrian governorates, according to the decision reported by SANA.
The decision also stated that the price for second-grade hard wheat was set at 315 US dollars, and for third-grade at 310 US dollars, while the price for second-grade soft wheat was set at 295 US dollars, and for third-grade at 290 US dollars.
This comes a day after the Syrian president issued a decree granting every farmer who delivers their wheat to the Syrian Grain Establishment an incentive bonus of 130 US dollars for each ton, in addition to the approved purchase price issued by the Ministry of Economy and Industry.
The decision clarified that there are conditions for receiving and pricing wheat, concerning the percentages of grains, impurities, gravel, soil, rot, colored and infested grains, which will affect the decrease in wheat grade and price to varying degrees.
The decision added that farmers must receive their product based on a certificate of origin or a document proving that the farmer is an investor of the land, issued by the Directorate of Agriculture and Agrarian Reform in the relevant governorate.
Incentive bonus
The Syrian transitional president, Ahmed al-Sharaa, issued yesterday, June 11, Decree No. 78 for 2025, which provides an incentive bonus of 130 US dollars for every ton of wheat delivered to the Syrian Grain Establishment, in addition to the approved purchase price issued by the Ministry of Economy and Industry.
According to the decree, the executive instructions for its implementation will be issued by a decision from the Minister of Economy and Industry.
The annual meeting for the 2025 wheat marketing season, held at the headquarters of the General Administration for Internal Trade and Consumer Protection on May 14, discussed preparations and readiness for the season, along with necessary proposals and recommendations for this year.
Production estimates
During the meeting, reported by SANA, the General Director of the General Grain Establishment, Engineer Hassan al-Othman, revealed that the expected wheat production for this year is over 750,000 tons, most of which comes from irrigated land.
Moreover, the Deputy Director of the Syrian Grain Establishment for Marketing Affairs, Engineer Hassan Suleiman, presented key points from the establishment’s report regarding the measures undertaken to receive the season, including organizing technical accounting courses to train new staff at the branches.
The report announced the opening of 37 centers distributed across the governorates to receive wheat based on available capabilities and conditions, with an average of four centers in Damascus, three in Homs, eight in Hama, eight in Aleppo, one center each in Raqqa, Tartus, and Latakia, two in Daraa, two in Deir Ezzor, two in Idlib, three in As-Suwayda, and two in the eastern grain region.
The report also indicated ongoing work to complete the preparation of all ground scales in all centers, securing all necessary programs for investment before the season starts, including procurement lists, monitoring cameras for scales, securing solar panels, and conducting repairs and maintenance to some warehouses affected by Israeli assaults.
Additionally, regulations were issued for the sale of new and used burlap bags for the 2025 season, with the Grain Establishment having two million and 222,694 new red burlap bags available for use, along with used bags, which the establishment is sorting and repairing for reuse.
Financing recommendations
The proposals and recommendations included a request to the Central Bank of Syria to secure the necessary funding for the Grain Establishment to finance the purchase for the 2025 season, through a loan from the Agricultural Cooperative Bank with an initial amount of 1,200 billion Syrian pounds, to avoid any delays in paying for the purchased wheat, with the loan to enter the accounts of the Syrian Grain Establishment and an immediate advance of 600 billion Syrian pounds provided, to be followed by two installments of 300 billion each, with further procedures to be completed later.
Moreover, the report recommended requesting the Ministry of Agriculture and Agrarian Reform to issue the purchasing prices for hard and soft wheat for the agricultural season, to disseminate these prices, prepare purchase programs, and issue purchasing decisions according to numerical grades.
The Grain Establishment also requested approval to set the price for new burlap bags at 25,000 Syrian pounds each, and 15,000 for each used suitable for wheat packaging, noting that this amount will be reimbursed to farmers after returning the filled bags to the establishment’s centers.
Additionally, the recommendations included granting the Grain Establishment approval to allocate transportation fees for farmers and producers who deliver their wheat from outside the administrative area of the center they are supplying to, according to the prices approved by the Ministry of Transport and based on the certificates of origin issued to them.
Finally, the Grain Establishment requested to increase the overtime allowance for workers at the Syrian Grain Establishment during the grain marketing period to 100 percent, instead of 25 percent for staff at purchase centers, and to 50 percent instead of 25 percent for staff in administrations.
The previous government set the purchasing price for one kilogram of wheat from farmers for the agricultural season in April 2024 at 5,500 Syrian pounds, according to SANA.
