Bhubaneswar: The Odisha government has notified the Odisha Development Authorities (Planning and Building Standards) Second Amendment Rules, 2025, introducing changes to streamline building plan approvals and curb unauthorised constructions statewide.
Issued by the Housing and Urban Development Department, the amendment promotes planned industrial and residential projects while tightening regulations.
The rules follow a March 2025 draft, incorporating feedback from a 15-day public consultation. Unauthorised layouts with subdivided and sold open spaces are now ineligible for regularisation, and cases compromising public interest or safety will be rejected. Approvals under Rule 90A prior to the amendment remain unaffected, with no refunds for compounding fees.
For sub-plots up to 500 square meters, applicants can submit an affidavit confirming compliance with Rule 87, simplifying approvals. The regularisation scheme from May 30, 2017, continues for eligible cases.
New Rule 90B allows the Odisha Industrial Infrastructure Development Corporation to waive compounding fees for industrial buildings in its jurisdictions, if compliant with norms. Rule 90C exempts subdivision layout plans or site layout approvals from compounding fees for land regularisation.
