With much of the work on the utilities in the area completed, the paving of embattled downtown Ukiah streets is expected to begin Monday, Public Works Director and City Engineer Tim Eriksen told the Ukiah City Council Wednesday.
“Most of the utilities are finally done, and starting Monday we will be taking out all of the road and base section (on West Gobbi) from Dora all the way to State Street … and finally paving that section, so that road will be (affected) quite a bit for the next couple of weeks),” said Eriksen during an update to the board at its June 4 meeting, thanking city residents and visitors for their patience during the past few months of the Urban Core Project, and acknowledging that “when you dig right in the middle of town, it’s not fun, and very inconvenient for a lot of folks.”
When asked for more details by Council member Mari Rodin regarding the paving, such as when Main Street might be paved, Eriksen said that the plan was originally “to Main Street right after West Gobbi, but I think now we’re going to do West Gobbi to East Gobbi (expected to take about three weeks), and then Main, which will also be digging the whole thing out, just like West Gobbi. After that we’ll go to Perkins, which is just an overlay, not a reconstruction like the other two (streets).”
As for when the paving would be completed, Eriksen said crews “plan to have everything done by the end of July.”
City Manager Sage Sangiacomo also noted that for the new stoplight at East Gobbi and Main streets, and possibly other intersections, city staff were “looking at having ‘advanced pedestrian crossing,’ where pedestrians are given the ‘go’ before (vehicles), and trying to apply that where possible.”
To explain what that would mean, Eriksen said “what happens when you make a right turn (at a stoplight), a lot of times there’s a conflict (when both the pedestrians and vehicles get the green at the same time), so what this would do is actually give the pedestrian the right-of-way first, before it makes that green motion for the vehicles, so that’s something we’re also including.”
When Rodin asked if the stoplight at Low Gap Road and North State Street could be updated to include a “yellow, flashing light” that would give drivers more opportunity to turn left “without waiting so long,” Eriksen said “it might be possible,” but that city staff could not make those changes, and would need to hire a contractor.
“(However), before we do that, we need to evaluate that (change) to make sure we can do it, and that it’s appropriate,” Sangiacomo added. “But we can definitely explore that.”
“Seemingly that would be helpful for traffic flow, if it is doable,” noted Mayor Doug Crane.
As for the other two projects that Eriksen said are “going hot and heavy right now,” specifically the fourth phases of both the Rail Trail and the Recycled Water Project, he gave these updates:
“The Rail Trail Phase 4 is in progress, that started at Commerce Drive, so they are working south toward the Treatment Plant, just doing some rough grading. If you look down Commerce Street, it actually looks like a Rail Trail now. It seems like this project has taken forever to have get off the ground, so it’s very nice to see it underway, and in the realm of getting completed. And we are moving as fast as possible because we have to have it done by October to secure the funding from the NCRA grant.” As for Phase 4 of the Recycled Water (Purple Pipe) Project, Eriksen said “there is nothing going on in the public right-of-way right now, but there was a lot going on” at the water and sewage treatment facilities.
