The Home Office is considering plans to overhaul terror policing to create “Britain’s FBI” in what could be the largest overhaul of policing in a generation.
As part of plans under consideration in a new Home Office White Paper, counter-terrorism policing units would gain independence from local forces and work under a new national centre for policing.
The options have been drawn up by a working group which features representatives from the National Police Chief’s Council, senior civil servants and police and crime commissioners. The plans, which are yet to be confirmed, are expected to be published for consideration by the end of this year.
As part of the options being considered, a plan to include terrorism and serious organised crime in a new national force could give Britain a law enforcement body as wide reaching and powerful as the FBI. Other options include leaving things as they currently are, or having counter terror police work as an independent force.

Under the current structure, counter-terror policing is currently run by London’s Metropolitan Police with a head appointed by the Metropolitan Police Commissioner.
The reforms are being considered amid problems in counter terror policing, including recruitment issues.
Counter-terror police are currently struggling to recruit and are short almost 1,000 staff, as are put off joining because it means the embattled and scandal-hit Met becoming their employer.
Others are put off by working in London due to the higher cost of living than the rest of the country. It is hoped that operating counter-terror policing under one national body would aid recruitment.
The details, which were initially reported by The Guardian, would require new legislation and Government backing.
A spokesperson for the NPCC said: “The ambition for police reform is high. We want the establishment of the national centre for policing to be the start of changes to improvement to policing capabilities, but it is too early to say what any future design could be.”
A Home Office source told The Guardian: “We’re working with policing, which will focus on efficiencies, tech and the use of, and enhancing capabilities on local and national scales. We will always look at what works.”
