Rep. Sara Jacobs Introduces Legislation to Protect USAID

A group of House Democrats led by Rep. Sara Jacobs introduced legislation Tuesday to protect the U.S. Agency for International Development against efforts by the Trump administration to dismantle it.

The Protect U.S. National Security Act was introduced in order to ensure that any USAID reform abides by existing laws and “maintains American soft power abroad,” according to the language of the bill.

    “Eliminating USAID will be a death sentence for millions of people,” Jacobs said in a statement Tuesday.

    The bill would also prohibit the use of funds to eliminate USAID as an independent agency, and require annual certification of this prohibition by the Secretary of State.

    Workers and companies across the globe have shared deep concerns about dismantling USAID and President Donald Trump’s unauthorized power to do so. Eight organizations and companies that contract with USAID sued the Trump administration on Tuesday claiming that Trump does not have the legal authority to shut down a federal agency established by Congress or to refuse to spend money that U.S. lawmakers had already allocated to it.

    The lawsuit, which involves the American Bar Association and global development firm Chemonics, will join another USAID suit against the Trump administration filed Thursday by the American Federation of Government Employees, the largest U.S. government workers’ union, and the American Foreign Service Association.

    Jacobs is a member of the House Foreign Affairs Subcommittee on Africa, which also oversees USAID, foreign assistance, the Millennium Challenge Corporation, and global health.
