Sen. Blakespear Introduces Legislation to Clamp Down on Gun Trafficking

There are more firearms than people in the United States — and many end up lost, stolen, or associated with a crime.

As a result, Sen. Catherine Blakespear introduced legislation this week to tighten rules on gun sales in an effort to reduce gun trafficking.

    Senate Bill 15 requires sellers to keep more detailed records of guns for sale and greater inspection of gun dealers providing high numbers of firearms for criminal activity.

    Under the bill, the state Department of Justice could revoke dealer licenses for two years for those who fail to allow a DOJ inspection of their premises, don’t keep accurate business hours or fail to correct violations within 90 days.

    “We know California has tough gun safety laws, but the problem is ensuring that everyone is following them,” said Blakespear in a statement.

    From 2017 to 2021, more than a million lost or stolen firearms were reported to U.S. authorities, according to the U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives.

    While over 95% of stolen guns originated from thefts from private citizens, federal firearm licenses and commercial shipping thefts remained a direct source of crime guns, according to the report.

    Of those, nearly 35,000 firearms were stolen from licensed dealers and another 13,145 were stolen in interstate shipments, which are often used to transport firearms between manufacturers and dealers.

    “This legislation would create a system to help detect guns smuggled into the state and gives law enforcement the information they need to ensure firearms aren’t being trafficked,” said Giffords Policy Attorney Ethan Murray.

    SB15 was sponsored by Giffords Law Center to Prevent Gun Violence.
