Supervisors Call April 8 Special Election to Fill Seat Vacated by Nora Vargas

The Board of Supervisors on Tuesday set a special primary election for April 8 to fill the District 1 seat vacated by Nora Vargas.

Vargas, despite easily winning re-election in November, declined to take the oath of office, citing concerns over her personal safety. Her tenure ended on Jan.6.

    Over 376,000 voters living in District 1 will receive a ballot in the mail the week of March 10. The official ballot packet will include voting instructions and other important election information.

    The person elected will fill the District 1 seat for the remainder of the current term ending in January 2029.

    If no candidate receives a majority of the votes on April 8, the top two vote-getters will move on to a special general election on July 1.

    Only those who live in the district can vote in the election.

    District 1 spans from the Pacific Ocean on the west to the Otay and San Miguel mountains in the east, and from Barrio Logan in the north to the U.S./Mexico international border on the south.

    The district includes the cities of Chula Vista, Imperial Beach, National City and some communities within the city of San Diego, including Barrio Logan, Chollas View, East Village, Golden Hill.

    The unincorporated communities of Bonita, East Otay Mesa, Lincoln Acres, Sunnyside and Spring Valley/La Presa are also included in the district.

    Multiple South County officials have either officially put their names forward or have shown interest in the seat, including Chula Vista and Imperial Beach mayors John McCann and Paloma Aguirre, and two local council members, Vivian Moreno from San Diego, and Chula Carolina Chavez, from Chula Vista.

    Stakeholders, including Aguirre, last week urged the board to opt for a special election over appointing a candidate to the post.

    It will be the second special election for the Board of Supervisors since 2023 when Monica Montgomery Steppe won the seat vacated by Nathan Fletcher who resigned after a former public relations representative accused him of sexual harassment in a civil suit.
