WARREN — City council approved several capital expenditures at its meeting Wednesday, including $49,371 for repairs to the cart path at the Old Avalon Golf Course. The funding comes from the American Rescue Plan Act dollars allotted to Councilman James Shaffer, D-4th Ward. During the council’s finance committee meeting, Auditor Vince Flask said the funds will be used to repave the entire path of the city-owned golf course. Shaffer said the path is in need of repairs. “Oh yeah, it’s in bad shape,” he said. Shaffer said the plan to repave the path was initially brought up by former 4th Ward Councilman Mark Forte, who Shaffer replaced in March 2023 after Forte’s resignation. “I promised h
