Demonstrative of that is the proposed requirement within Issue 1 to require citizens who want to place an amendment on the ballot to collect signatures from at least 5% of voters from the last gubernatorial election in all 88 counties, instead of the current 44. So the failure to gather enough signatures in one county, less than 1.2% of the states voters, makes it impossible, no matter how many signatures are gathered in the other 87 count
