A suburban Waukegan police officer is facing felony charges after he allegedly misused department databases and license plate reader technology.
According to the department, Officer Oscar Magpali has been charged with five felony counts of official misconduct in connection with the misuse of technology, with an investigation launched into the way the department handles that type of software.
Waukegan police say they placed Magpali on administrative leave after receiving allegations he had misused department resources while in the line of duty.
Working with the Lake County State’s Attorney’s Office, investigators reviewed the use of electronic and departmental records by Magpali and other officers, including the Illinois Law Enforcement Agencies Data System and the National Crime Information Center.
Investigators also looked into alleged misuse of license plate readers in the community, but did not offer any further details on what the technology was used for.
According to the department, a full audit into technological use has been undertaken and remains ongoing in the wake of the charges.
“The Waukegan Police Department holds its officers to the highest standards of professionalism and accountability,” Chief Elias Agalianos said in a statement. “When allegations of misconduct arise, we are responsible for investigating them thoroughly and impartially, regardless of who is involved.”
