SANTA BARBARA, Calif. (KEYT) The Santa Barbara City Council is introducing the ordinance to establish rent stabilization and a rental registry.
Councilmembers are expected to vote following a Q and A with staff members laying out how it works.
The ordinance is intended to cap annual rent increases at 3 percent or 60 percent of the Consumer Price Index, whatever is lower.
The CPI is a measure based on the change in prices of goods and services.
It is a complicated equation, but it is something the council majority has been discussing for months.
Residential unit owners impacted the ordinance could also appeal.
Staff said the ordinance would launch January first when rent freeze ends.
The council is expected to finalize a rental registry fee in mid-December.
The council is also expected to amend its 2027 budget to allocate funds to support Santa Barbara's flexible housing fund.
