GIRARD — City Council has approved Girard officials participating with other local communities and leaders to extend the Mahoning River Water Trail.
At their meeting this week, officials said that Girard will join other communities such as Howland, Weathersfield, McDonald, Youngstown, Campbell, Struthers, Lowellville and Poland to extend the Mahoning River Water Trail as a means to encourage tourism and eco-friendly, educational, historical, cultural and recreational activities on the river.
Mayor Mark Zuppo will be the official representative of the city to participate in the project.
Officials said water trail designations must meet the criteria and guidelines for approval by the Ohio Department of Natural Resources.
The Mahoning River Corridor Initiative, Mahoning River Mayors Association and the Trumbull County Metropolitan Park District are among the groups that want to obtain designations of the Mahoning River Water Trail and to seek grant funding for related signage.
Safety Service Director Glenn Holmes said with the dams being removed along the river officials want to see trails put in by the water.
“By passing this it helps show we are working with all of the other communities and collaborating together for the same goal,” said City Engineer Zachary Teter.
He said many communities along the river want to improve the water trail.
He said Girard has a dam located underneath the Justin Leo Memorial Bridge with the Army Corps of Engineers doing a feasibility study.
PARK PROJECTS
In other business, Councilman Keith Schubert, D-Ward 1, chairman of the parks/recreation committee, said officials are looking at making improvements at the city’s four parks.
“We need to look at some projects at each park moving into 2027,” Schubert said.
The parks are Tod, Liberty, Hartzell and Stambaugh.
He asked other council members to submit ideas of what they would like to see at the parks.
“If you can submit ideas for what you would like to see at the parks we can look over them and see what we can potentially do for each park and what the costs will be,” Schubert said.
The Tod Park proposal includes the children’s playground area, with a rubbery turf underneath and also having turf baseball fields like those in Niles.
Schubert said a splash pad could be where the old swimming pool was located at Liberty Park.
As for Hartzell Park, there could be updates to the swingsets and play area and for Stambaugh Park possibly adding tennis courts.
Councilman James Clark, D-Ward 2, said residents have asked for additions at the different parks.
“We could give these parks a facelift,” he said.
Teter said he could look at what costs would be involved to do improvements at the parks and the playgrounds at each.
He said to help keep the parks clean there can be the addition of recycling bins.
Park Director Mike Cardiero said all the parks are very well used by families.
Officials said a splash pad has been talked about for several years for a park, with costs to be reviewed.
Teter said he will look at how much splash pads will cost.
Resident Vernon Mitchell said he would like to see some swingset additions to Hartzell Park with plans for a block party there on Sept. 6.
NO PARKING ON SIDEWALKS
Police Chief John Freeman said officers have met with local business owners reminding them that an ordinance was passed by council prohibiting any vehicle — including cars, motorcycles, golf carts and electric vehicles — from being parked on a public sidewalk in front of a commercial business or residential property.
He said the business owners were receptive to the idea.
Freeman said vehicles parked in driveways can’t stick out onto the public sidewalk.
Freeman said citations for violators will go into effect Aug. 1.
First offenses are a $150 fine and subsequent offenses are a $250 fine.
The definition of a sidewalk is the area from the curb line and the adjacent property line intended for pedestrian use.
