ROCHESTER, N.Y. — Rochester City Council member Mary Lupien has decided not to seek re-election when her term finishes at the end of 2027.
Lupien has served on City Council since January of 2020, representing Rochester’s East District. She also challenged Mayor Malik Evans in the 2025 Democratic mayoral primary and lost.
In a statement, Lupien said she began pursuing a degree earlier this year to become a licensed mental health counselor and hopes to continue serving the community through that role. During her term, she helped to create the Person in Crisis (PIC) Team to provide people in mental health crisis with trained professionals.
“My time on City Council has only deepened my belief that many of the challenges our community faces are rooted in trauma, unmet mental health needs, and a lack of support,” the statement said. “The people I’ve met over the past seven years have shown me that while good public policy can change lives, healing happens one person at a time. I’m committed to spending my final year on Council continuing the work we’ve started, and after that I’ll continue serving our community in a different way.”
Lupien says she will continue serving the East District until her term ends. She has endorsed Monroe County Legislator Rachel Barnhart to succeed her.
