A change to a law targeting parents not paying child support is having unforeseen consequences.
It’s making it harder for foreign tourists and others to take part in some popular outdoor activities, like fishing.
The start of spring also marks the beginning of a busy season for the owner of Park Bait shop in Chicago’s Montrose Harbor.
But some would-be anglers are being turned away by owner Stacy Greene.
She says new restrictions allow the sale of fishing licenses only to those with a Social Security Number.
“No Social, no license,” Greene said. “There used to be a work around it, but no more. It’s ridiculous.”
In the past, tourists from other countries could use a passport or other government issued photo ID to purchase a license, but now the rule is no SSN – no fishing or hunting license.
This also applies to people who are undocumented.
No one at the Illinois Department of Natural Resources could tell us why the change was put in place for this year.
“They should figure out a work around for non-residents, and that’s an important thing. If they can do this for non-residents, this will alleviate the problem,” said Chauncey Niziol, host of Chauncey’s Great Outdoors. “On the flip side of the coin, we are losing. Illinois State Senator Lee Arellano Jr. says he’s hoping to fix the policy.
“I have one bill introduced; it is more responsive to people. That is really what this about. We have the resources – lets unshackle them,” said Arellano.
People caught fishing without a license in Illinois could get fined from $150 to $1,000 and have their equipment confiscated. Fines are even higher for people caught hunting without a license.
