BRIGHTON, N.Y. — Several school districts in Monroe County are joining the county’s bus safety program. The program partners with “Bus Patrol” to equip school buses with stop-arm cameras to ticket drivers who pass stopped buses.

News10NBC’s Declan Stablow attended a press conference in Brighton to learn more about the program’s effectiveness.

Pittsford, Brighton, and West Irondequoit Central School Districts have officially entered their warning period for the bus safety program. During this time, fines will not be issued. The Rochester City School District has been in its warning period since Nov. 3, 2025.

The city’s warning period was initially set to end on Jan. 5, 2026, but it was extended to Jan. 20, 2026. During the initial period, the city issued 4,000 warnings.

“They’re actually averaging about 500 a day and so I don’t know what it is today but when they started and launched the program, they were actually initially about five hundred a day,” said Monroe County Executive Adam Bello.

Bello said the issue of cars passing school buses is worse than he initially realized.

“If you look at national statistics on how many people passed a school bus it’s all based on what the police are observing and what school bus drivers are reporting but when you actually put the camera on the side of the bus and you’re capturing it in real time what’s coming on the statistics here are alarming,” said Bello.

If a driver is caught passing a school bus, the video is sent in for review before a ticket is issued. Monroe County Public Safety Director Richard Tantalo explained the video review process.

“Bus Patrol will review it then they will send it to us. So there’s a two step process in order to make sure that we’re reviewing it in a very fair and impartial way,” said Tantalo.

Bello said the reason for starting with warnings instead of immediate fines is to change behaviors, not to collect money.

“I think it’s fair. We start with an informational approach right to talk to people who are passing the school bus to say hey this is against the law. This is what the program is and starting at a certain day fines are going to start to be issued,” said Bello.

For the three districts that began their warning period today, fines will be issued starting Feb. 9, 2026. The first offense carries a $250 fine, which can increase to $300 for repeat offenses.
