In the Season 13 premiere of When Calls the Heart, Elizabeth (Erin Krakow), Little Jack (Hyland Goodrich), Nathan (Kevin McGarry) and Allie (Jaeda Lily Miller) were getting ready to return to Hope Valley after spending the summer in Cape Fullerton when Lucas (Chris McNally) called to tell them that inspection of the diabetic clinic was delayed due to the railroad strike. Elizabeth had spent the summer along with Faith (Andrea Brooks) and Mei (Amanda Wong) setting up the clinic and getting the necessary equipment needed so that Hope Valley could serve as a Tier 1 Diabetic Clinic for the region. With only one inspector for all of Canada, it was possible that the inspection might be delayed until spring which meant Elizabeth and Jack would need to stay in Cape Fullerton until then for Jack's medical needs.
Allie, Opal (Ava Grace Cooper), Toby (Billy Christos Jr.), and Cooper (Elias Leacock) meet up to go hiking in the park. Oliver (Jacob Shoemay) was to join them but had to stay behind to guard the visitor's center. As the town was about to gather to celebrate the park's grand opening, Florence (Loretta Walsh) notices a black plume of smoke rising from the area of the national park. With the kids still in the park, Nathan, Oliver, Bill (Jack Wagner), and Joseph (Viv Leacock) head out to find them.
