A former Tory councillor charged with drugging and raping his ex-wife along with five other men over a 13 year period has been remanded into custody.
Philip Young, 49, is accused of 56 offences against Joanne Young, 48, who has waived her right to anonymity.
He attended court on Tuesday morning charged with offences including multiple counts of rape and administering a substance with intent to stupefy his former spouse. He spoke only to confirm his name and address before sitting down.
Young, formerly of Swindon, Wiltshire, but now living in Enfield, north London, had previously been remanded to custody ahead of the hearing at Swindon Magistrates’ Court.
He will next appear at Swindon Crown Court on 23 January 2026.
Five other men have been charged with offences including rape, sexual assault by penetration and sexual touching. They had been released on bail and are due to appear in court on Tuesday afternoon.
Young, a white British man, faces 11 counts of rape, seven counts of assault by penetration, four counts of sexual touching and 11 counts of administering a substance with intent to stupefy or overpower to allow sexual activity. He has also been charged with 13 counts of voyeurism specific to videos, and voyeurism “on at least 200 other occasions”, the Crown Prosecution Service (CPS) said.
He has also had been charged with possessing 230 indecent images of children, including 139 Category A images, which is the most serious kind.
Young is alleged to have been found with 82 “extreme” images, including those depicting “rape, animals death and gore”, the CPS said. It added that he has also been charged with breaching Section 1 of the Obscene Publications Act 1959 on at least 500 occasions.
Young was a Conservative councillor for four years in the Swindon borough of Covingham and Nythe from 2007 to 2010.
He was the council’s cabinet member for culture, regeneration and economic development until 6 May 2010 and more recently worked as the chief operating officer at the consultancy firm Pracedo, his LinkedIn account shows.
The five other men appearing in court on Tuesday afternoon are Norman Macksoni, 47, of Sharnbrook, Bedfordshire, a black British man who has been charged with one count of rape and possession of extreme images.
Dean Hamilton, 46, of no fixed abode, is a white British man who faces one charge of rape and sexual assault by penetration and two of sexual touching.
Connor Sanderson-Doyle, 31, of Swindon, is also white British and has been charged with sexual assault by penetration and sexual touching.
Richard Wilkins, 61, of Swindon, is a white British man charged with one count of rape and sexual touching and Mohammed Hassan, 37, also from Swindon, who is a British Asian man who has been charged with sexual touching.

James Foster, specialist prosecutor from the CPS, said the charges were authorised following an investigation by Wiltshire Police into “serious sexual offences against Joanne Young over a period of 13 years”.
“Our prosecutors have worked to establish that there is sufficient evidence to charge and that it is in the public interest to pursue criminal proceedings,” he said.
Detective Superintendent Geoff Smith, of Wiltshire Police, said: “This is a significant update in what is a complex and extensive investigation.”
He said that Joanne, the victim, has “taken the decision to waive her automatic legal right to anonymity”.
She has asked for privacy at this time and is being supported by specially trained officers.
