The city of Greeley has begun its search for a new city manager following Raymond Lee’s official departure, with aims of filling the role by late April or early May.

On Tuesday, Greeley Human Resources Director Martha Lanaghen presented the city’s current hiring plan to the city council, now that Lee has officially left the position. The process will have four phases, Lanaghen said, with each step emphasizing transparency for all Greeley residents.

“The city manager selection process aims for transparent, equitable and thorough recruitment of the next city manager aligned with our city’s vision,” Lanaghen said. “We hope to identify a qualified leader, drive stakeholder engagement and have a fair, merit-based process.”

In the first stage of the hiring process, the city will form a hiring committee composed of Mayor Dale Hall and acting City Manager Brian McBroom, along with four city employees and two hand-picked members of the Greeley community. However, at the suggestion of Councilman Tommy Butler, Mayor Pro Tem Mellissa McDonald was added to the committee.

“The hope is that the screening committee will provide impartial and confidential selection criteria that we can use, as well as diverse perspectives from a variety of points of view, and that they will all provide commitment and availability to assist with that screening process,” Lanaghen said.

At the time of his departure, Lee received a salary of $318,474.69. After an inquiry from McDonald, Lanaghen confirmed the next city manager’s salary will range from $290,000 to $350,000, before factoring in standard benefits. Lanaghen said this falls within the salary range for comparable cities: $260,000 to $360,000.

The median income for Greeley residents is about $76,462, according to 2024 census data.

In January, the city will launch a recruitment website featuring the full calendar of the recruitment process and biographies of the selection committee to ensure transparency with residents. Candidate selection and screening by the hiring committee is scheduled for February and early March.

As the process continues, the city will post finalist profiles and candidate feedback to help inform community feedback in late March or early April. Community feedback will be structured as town hall meetings, where finalists will present their expertise and answer questions from residents.

Final candidate selection is anticipated by early May at the latest, with the new city manager expected to start next summer or earlier, depending on the candidate’s availability.
