The United Nations High Commissioner for Refugees (UNHCR) in Lebanon has announced that more than 378,000 Syrian refugees have returned from Lebanon to Syria.

These returns fall within the 12th batch under the “safe and voluntary return” program, which was launched in July.

In a statement on X on Thursday, 4 December, the agency said that with more than 378,000 Syrian refugees having returned, continued support remains essential to ensure their return is safe, dignified, and sustainable.

It added that the 12th round of organized voluntary returns from Lebanon transported Syrian refugee families back to their homes in Homs, Hama, Idlib, Damascus, and its countryside.

For its part, Lebanon’s General Security Directorate said in a statement on Facebook on Thursday that the return took place under the Lebanese government’s plan, in cooperation with UNHCR, the International Organization for Migration (IOM), and the Lebanese Red Cross, via the al-Masnaa border crossing, and in coordination with the Syrian authorities.

The directorate noted that officials from international organizations and security personnel were present during the operation to ensure the orderly movement of families across the border.

Two return programs

In July, UNHCR announced two voluntary return programs for Syrian refugees in Lebanon, aimed at facilitating their return to Syria.

The first program covers self-organized voluntary return, which began on 1 July 2025 and provides each member of a returning family with a one-time cash grant of 100 US dollars to help them arrange their return through official border crossings.

The second program is organized voluntary return, which offers logistical support for transportation in addition to the same cash grant, in coordination with the Syrian authorities and the International Organization for Migration.

On 25 September, Lebanon’s General Security Directorate issued a circular granting additional facilities to Syrians and Palestinian refugees from Syria who wish to leave through land border crossings.

These facilities apply to those who entered Lebanon legally or illegally, regardless of the duration of their stay in violation of the rules.

The circular provides an exemption from all fees and fines and avoids issuing entry bans, provided there is no judicial barrier, and this remains in force until 31 December 2025.

The directorate said the decision comes as part of efforts “to ensure a dignified return to Syria swiftly and effectively, after the reasons for displacement have ceased, particularly with the improvement in political and security conditions in the country,” as it put it.

It warned that once the deadline expires, laws and regulations governing the status of non-Lebanese residents will be enforced more strictly, including imposing fines and entry bans.

A positive indicator

Earlier, UNHCR Lebanon communications officer Theresa Fraiha told Enab Baladi that more than 118,000 people had registered their interest in joining the organized voluntary return program.

She said they had received the necessary counseling on the steps of the process and its implications.

Fraiha considered these figures a positive indicator of refugees’ interest in the program, which was launched on 1 July 2025.

As for overall expectations, she said UNHCR anticipates that around 400,000 Syrians will have returned from Lebanon to Syria by the end of 2025, including those receiving targeted support to facilitate their return.
