Outdoor spaces are the obvious place. It seems absurd for cities to step up the policing of such activities in open spaces. For instance, the VoiceofOC reported that Cypress joined some other OC cities in banning smoking at bus stops, parking lots, farmers markets, schools and playgrounds.
