A man whose release from the Weld County Jail earlier this month received national attention is again being held at the jail, this time on a $1 million bond after he was arrested Wednesday with a rifle on the University of Northern Colorado campus.
Ephraim Debisa, 21, was arrested this week on charges of trespassing and unlawful possession of a weapon on school grounds, arrest records show.
Debisa was released from the Weld County Jail earlier this month after he was found incompetent to stand trial and likely could not be restored to competency.
He was charged in two separate felony cases in Weld County. In one case, he was arrested on charges of first-degree assault with significant bodily injury and second-degree attempted homicide. In the other case, he was charged with first-degree burglary, according to arrest records.
On the day of Debisa’s release earlier this month, Weld County Sheriff Steve Reams issued a news release warning the public and calling Debisa a “potential danger to the community.” Reams said state law required him to release Debisa.
Several news outlets reported on Debisa’s release, which was eventually commented on by Elon Musk, the chairman of social media platform X and a former advisor to President Donald Trump. In a post on X in reference to Debisa’s release, Musk said, “This is insane,” and tagged Governor Jared Polis.

Following Polis’ post on X, Weld County District Attorney Michael Rourke hosted a news conference to explain why state law required Debisa’s release, saying that he and Polis had spoken about a need to change the laws to prevent future releases.
Asked about the latest arrest, the district attorney’s office said it must follow state law and will follow standard procedures and protocol surrounding Debisa’s case.
