ROCHESTER, N.Y. – People gathered outside the Rochester City School District (RCSD) office to rally over payroll issues ahead of the Board of Education meeting Thursday night.

Union representatives said they wanted to send a message that Oracle needs to step up and fix the situation. They said hundreds of employees have not been paid and are having issues with benefits and deductions.

Rochester Teachers Association President Adam Urbanski said Oracle claimed it warned RCSD that the district was not ready to switch to its system. However, RCSD said that warning came from a third-party, not Oracle.

Julia Lima, who works at James Monroe High School, said she was out there Thursday to demand justice.

“This Oracle debacle has impacted so many people and unfortunately the lowest paid employees have been impacted the most,” said Lima.

News10NBC made several attempts to contact Oracle but has not yet gotten a response.

Angelo Palmerini, president of the Board of Education for non-teacher employees, spoke about the challenges his members are facing.

“We had one member that did not get paid this past Friday,” Palmerini said. “He went to central office to get an out-of-cycle check, and they told him that we’ll call you when it’s ready.”

Palmerini said RCSD has been working with various unions to develop a plan to compensate impacted employees, but there is no timeline for a resolution.

“On a paycheck to paycheck basis, we don’t know what’s going to happen,” said Palmerini.

The Board of Education passed a resolution for an independent, third-party external audit earlier this month, but the district has not received an active audit from the state.

The issue began on Aug. 20 when more than 150 RCSD employees went over a month without pay for work done during the summer. By Aug. 22, it was revealed that nearly 800 employees were affected by the transition to the new Oracle payroll software. The teachers’ union filed a grievance with the state labor department over the issue.
